This version includes a number of editorial changes to clarify the
scope of the proposed extensions.
Section 5 is updated to clarify that when using spatial redundancy,
the main and duplicates streams form separate RTP sessions.
A number of clarifications regarding the flow label are also made.
These changes are due to feedback from the IESG review, and this
version of the draft has now been approved for publications as a
proposed standard RFC.

This version is a significant update that greatly expands the
recommendations regarding maintaining the average RTCP size,
scheduling RTCP with multiple reporting SSRCs at a single RTP
endpoint, the choice of SSRC and scheduling for RTP/AVPF feedback
packets when an endpoint has multiple reporting SSRCs, and for the use
of T_rr_interval parameter. Some initial simulations have been done to
support these recommendations, but analysis is ongoing and the
suggested algorithms should be treated as preliminary for now.

This version of the draft update the recommendations for choice of TCP
throughput equation in Section 4.3, giving references to our measurement
results

to justify the choices. A media usability circuit breaker is also
added, recommending that applications cease transmission if the packet
loss rate or latency are such that the media will be unusable for the
application.
