which SSRC is used when sending RTCP feedback: "For example, if
one sets a TMMBR limitation, the same SSRC needs to be used to remove

This version updates the discussion of SSRC timeout in Section 6.1,
highlighting some issues with the RTP/AVPF T_rr_interval parameter,
and giving recommendations to avoid premature timeouts when RTP/AVP
and RTP/AVPF receivers interwork.
This version is a significant update that greatly expands the
recommendations regarding maintaining the average RTCP size,
scheduling RTCP with multiple reporting SSRCs at a single RTP
endpoint, the choice of SSRC and scheduling for RTP/AVPF feedback
packets when an endpoint has multiple reporting SSRCs, and for the use
of T_rr_interval parameter. Some initial simulations have been done to
support these recommendations, but analysis is ongoing and the
suggested algorithms should be treated as preliminary for now.
This is a keep-alive version, to prevent the draft expiring. The only
changes are to update the references, and correct a typo.
The main changes in this version are to expand the section on RTCP
Considerations for Streams with Disparate Rates by moving text on this
topic from the draft on
Sending Multiple Types of Media in a Single RTP Session; and to
move the section about
Grouping of RTCP Reception Statistics and Other Feedback into a
separate draft, since it contains RTCP extensions rather than just
clarifications to RFC3550.
