Updated to address working group last call comments. Use RFC 2119 terms for clarity, and note that codec control messages can be used to inform media congestion control decisions.

Clarify that the application level keep-alive does not need to be sent if it's known that the DCCP CCID in use provides a transport level keep-alive.

This version moves discussion of Multiplexing Data and Control into a separate section in the signalling part of the memo; clarifies management of the SDP m= line "fmt" namespace for "proto" values registered here; clarifies the relation to the draft on RTP with TCP Friendly Rate Control, now that draft no longer defined as an RTP profile; and updates references and makes editorial clarifications.

Clarify that "The 'DCCP' protocol identifier MUST NOT be used to signal RTP sessions running over DCCP..."; in section 4.4, change "systems must assume that multiple synchronisation sources may be observed" to "systems SHOULD assume..." with an explanation that out of band signalling may be used to override the SHOULD; clarify signalling of RTCP ports (end of section 5.1); clarify use of service codes in the SDP example; and change signalling to use "a=rtcp-mux" and update references.

Changes in this version include:
- cite TFRC media guide and DCCP user guide rather than trying to provide guidance on how to provide congestion control;
- add discussion of the interactions between SRTP and DCCP partial checksums to the security considerations section;
- add reference to CCID 3 at end of section 4.5;
- expand discussion of potential conflicts between RTP profiles and DCCP in section 4.5;
- add a service code for RTCP;
- add a=rtcp: lines to signalling example;
- fix service code ABNF to be case sensitive;
- reference the rtp-and-rtcp-mux draft for multiplexing RTP and RTCP, rather than defining similar rules; and
- editorial tweaks to Abstract, Introduction and Rationale sections.

Initial working group version. The only technical change is to specify that keep-alive messages should be sent every 15 seconds.
