This version removes ECN Nonce support; clarifies some terminology restructures the text to move definition of RTCP Report Extensions prior to their use; updates the description of when Leap of Faith use of ECN is applicable; suggests that implementations should log ECN path failures; assigns some code-points (RTP/AVPF transport layer feedback packet type 6 and RTCP XR block type 13); and makes various editorial clean-ups.

Express requirements using RFC 2119 terms, and fix use of normative language in a few places. Expand and clarify motivation. Expand the discussion of Fragmentation and Reassembly in Translators in Section 6.1, the discussion of Generating RTCP ECN Feedback in Media Transcoders in Section 6.2, and the Generating RTCP ECN Feedback in Mixers in Section 6.3.
