This version updates the draft based on feedback received during the latest working group last call. Section 2 is updated to clarify the context and rationale, and to update references. Section 3 receives a significant update to (hopefully) address concerns about neutral point of view. Further updates, to address WG last call and AD review feedback from David Black, Tom Herbert, Joe Touch, Spencer Dawkins, and Martin Duke. This version adds a reference to RFC7605 and to NULL-ESP. It tries to clarify the focus on immutable transport fields, rather than modifying middleboxes; the discussion of header compression; and the discussion of port usage. It also includes a number of editorial fixes.

This version addresses feedback received during working group last call. The Title, Abstract, and Introduction have been rewritten; the Context and Rationale have been significantly updated; the discussion of the use of OAM has been expanded; and there have been various more minor fixes throughout. The fundamentals are unchanged, but it is hoped that this version of the draft more clearly positions itself and sets the context. Thanks to Joe Touch, Dimitri Tikonov, Christian Huitema, David Black, Emile Stephan, and the security directorate for their feedback.
