This version clarifies the role of Preconnection objects, and reorganises and clarifies the discussion around candidate gathering during connection racing. It also expands the discussion of use of SCTP with the Transport Services Framework.

This version clarifies behaviour of connection racing, 0-RTT and fast open, and expands discussion of handling path changes. It specifies protocol mappings for MPTCP and UDP-Lite, and removes discussion of TLS, DTLS, HTTP, HTTP/2, and QUIC, to match the set of protocols discussed in RFC8923 (the removed protocols will be specified in separate mapping documents).

This version renames basic objects to connection objects; adds a discussion of pooled connections; adds a new section on implementing message framers; expands discussion of implementing connection management; improves the linkage to definitions in RFC 8303; expands discussion of SCTP usage; and adds an appendix giving possible reasons for errors.

The major change in this version is to rewrite Section 9, on Specific Transport Protocol Considerations, to include a much more precise and concrete mapping to the concepts defined in the framework for TCP, UDP, TLS, DTLS, HTTP, HTTP/2, QUIC, and SCTP. It also restructures the discussion around gathering endpoint candidates for connection racing and NAT traversal.

This was adopted as a working group draft at IETF 101 in London. The technical changes in this version are minor and include some clarifications on the property selection preferences and the addition of some discussion of batching sends.
This draft replaces draft-brunstrom-taps-impl.
