This version addresses further IETF last call comments. It provides
some significant clarifications to the scope of the draft, updates
the description of Secure RTP and its keying mechanisms (DTLS and
ZRTP), revises and corrects the description of the application
interface, and adds a table to provide a summary of the interfaces
exposed by the protocols.

This version clarifies that while several of the security protocols
need a reliable in-order transport, that transport doesn't have to
be TCP. Similarly, those that require protocols that an unreliable
datagram transport do not necessarily require UDP. It notes that
DTLS requires a way of demultiplexing connections, but this can be
something other than a UDP 4-tuple. It also includes editorial
clarifications throughout and updates the references.

This version expands the list of security features exposed by protocols
that are discussed; updates the discussion of TLS, DTLS, QUIC, and
WireGuard; and updates the discussion of mandatory security features.

In this version, we clarify scope and goals of the draft, provide a
clear list of the security features considered and use this terminology
throughout, revise and update the protocol descriptions, add a table
and discussion of Optional Feature Availability, and update the
security considerations section.

The main change in this version is to reorganise the order in which
the material is presented. We also expand the discussion of various
security features, their transport dependencies, and the required
APIs and interfaces.
