This version makes the following changes, in response to IESG and
directorate review comments:
adds a paragraph to the Introduction summarising the key conclusions;
updates reference to RFC 793bis to point to RFC 9293;
adds discussion of IPv6, with tables 3, 4, and 7 showing the overhead
of using IPv6 as a comparison to IPv4;
fixes the calculations in Table 6 to match the text; and
adds a comment in the Discussion and Conclusions noting that improved
video compression exacerbates the feedback overhead, while the trend
towards higher quality video over time has the reverse effect.

This version corrects the
RTCP reporting interval calculations to include the overhead of the
SRTCP authentication tag, and updates the explanation to more clearly
describe the calculation. The discussion of group video conferencing
has been removed since there are too many parameters and options to
consider to readily give a representative summary of the overheads.
The section on screen sharing has been removed as offering little
benefit.
