This version clarifies behaviour of the M bit with interlaced video,
changes 90kHz timestamps from MUST to SHOULD, and adds SDP parameters
for top-field-first and chroma-position. It is believed to be ready
for WG last call.

This version removed the tables relating to pgroups and replaced them
with clearer explanatory text, and removed unnecessary pgroup signalling.
Following discussion at the San Francisco IETF it removed SMPTE time
codes, as being outside the scope of this draft. Sections on the
relation to RFC 3497 and on BGR colour sub-sampling were added. The
SDP parameters and IANA considerations were updated.

This version adds an extended sequence number in the payload header,
to accommodate high data rates. It also adds 4:1:1 colour sampling,
4:2:0 interlaced and progressive packetisation, and separate timestamps
for interlaced fields to accommodate reverse 3:2 pull-down.
Media type parameters for use with SDP are defined.
The security considerations are expanded to include discussion of
congestion control.

This version addresses review comments from Chuck Harrison. It
adds an applicability statement, allows 12- and 16-bit samples,
clarifies how ancillary data should be sent and synchronised,
discusses timestamps for interleaved frames, clarifies behaviour
when the scan line length isn't a multiple of the pixel group
size, and clarifies signalling of optional parameters.
